Jakie narzędzia cyfrowe wspomagają prowadzenie działań ratowniczych w górach?

Korzystamy z systemu lokalizacji ratowników. To bardzo ważne ze względu na ich bezpieczeństwo. Odbywa się to za pomocą modułów GPS montowanych w radiotelefonach. Informacja o położeniu jest odświeżana w ustalonych odstępach czasowych. Dyspozytor może też w każdej chwili wysłać zapytanie o aktualną pozycję. Dane transmitowane są po łączach radiowych do naszego serwera w centrali, gdzie następuje ich przetwarzanie. Jest też specjalna aplikacja, która umożliwia łączenie różnych danych lokalizacyjnych na tym samym podkładzie mapowym. Dzięki niej widać nie tylko położenie ratowników, ale też samochodów czy śmigłowca. Na to mogą być nakładane inne informacje, na przykład trasy w górach czy plany wsparcia. Program ten został napisany jako praca magisterska Adama Kaczmarka na Politechnice Poznańskiej. Teraz chcemy go rozwijać i modernizować jako projekt komercyjny.

Z czego korzysta dyspozytor w zakopiańskiej centrali TOPR-u?

Mamy specjalny system dyspozytorski, który pomaga w koordynowaniu akcji ratowniczych. Został stworzony dla wszystkich działających w Polsce grup ratownictwa górskiego na zamówienie naszego sponsora – sieci Plus GSM. Jedną z jego bardzo użytecznych funkcji jest nagrywanie zgłoszeń i rozmów telefonicznych oraz radiowych. Przy dużym natłoku zdarzeń dyspozytor czy inne osoby z bazy mogą odsłuchać wybrane fragmenty rozmów ponownie, jeśli coś nie zostało dobrze zrozumiane czy jest niejasne. W razie potrzeby korzystamy też ze zdjęć satelitarnych Google’a, czy też posiłkujemy się danymi z Geoportalu.

Czy posiadacie jakąś osobną bazę sił i środków? 

Korzystamy z systemu e-TOPR. Został on napisany specjalnie dla nas przez firmę Paweł Matuszyk MConsult. Zawiera różne moduły, w tym karty wypadków, rejestr wyposażenia, czas pracy ratowników, loty śmigłowca i loty dronów. Wykorzystujemy go również do planowania szkoleń i ewidencji uprawnień ratowników. Służy poza tym jako baza informacji do raportowania na potrzeby MSWiA. W planach mamy wprowadzenie nowych modułów. Chcemy stworzyć check listę, żeby ratownik w chwili przystąpienia do służby mógł sprawdzić, czy on i miejsce są do tego gotowe, czy ma na przykład do dyspozycji odpowiednie wyposażenie. Planujemy też wprowadzenie modułu aptecznego, żeby na bieżąco monitorować stan leków i z wyprzedzeniem planować ich zakupy.

Jaki jest zakres zadań sekcji, którą Pan kieruje?

W jej skład wchodzą ratownicy, którzy nie boją się nowych technologii oraz nasz informatyk. Sprawdzamy każdą nową rzecz, która potencjalnie mogłaby nas zainteresować i wejść do użytkowania. Każda decyzja zakupowa podejmowana jest po wielu testach, sprawdzeniu technologii w terenie, rozpoznaniu czy będzie przydatna do zastosowań w górach, gdzie panują specyficzne warunki. Każdy z członków grupy ma inne zainteresowania techniczne, dzielimy się więc zadaniami. Musimy mieć czas, by dokładnie przebadać produkt, wnieść go na górę. Dzięki temu nie ma obaw, że do służby trafią rozwiązania zawodne, które nie spełniają naszych wymagań. Na co dzień administrowaniem i obsługą techniczną systemów TOPR-u zajmuje się nasz własny informatyk.

Czy działanie TOPR-u jest dzisiaj łatwiejsze poprzez powszechny dostęp turystów do nowych technologii? Prawie każdy ma przy sobie smartfona, w nim nawigację, wielu ma osobne urządzenia GPS…

Ludzie wpadają w pułapkę zbytniego, czasem wręcz bezgranicznego polegania na technologii. Idąc w góry nie powinniśmy zdawać się tylko na nowoczesne urządzenia. Wszak są one zawodne – wyczerpie się bateria, nie będzie dostępu do sieci, przestanie działać GPS… Trzeba mieć w odwodzie inne, zapasowe rozwiązania. Nieocenione w takich okolicznościach stają się umiejętności korzystania z tradycyjnej nawigacji – mapy, kompasu, orientacji w terenie. Gros szkoleń ratowników jest poświęconych takim awaryjnym sytuacjom. Papierowa mapa i zwykły kompas to nie przeżytek – cały czas są potrzebne. Idąc w góry, warto o tym pamiętać.
