Oto jesteśmy świadkami pierwszego etapu recesji, czemu towarzyszy niewidziany od dawna poziom wzrostu inflacji, lada moment dwucyfrowy. Rezerwa Federalna po raz kolejny podniosła stopy procentowe i raczej nie zamierza na tym poprzestać. Wciąż mamy braki w dostawach procesorów, a jednocześnie trwają naciski na rozwój fabryk na amerykańskiej ziemi. Czy ma to strategiczny sens? Czy powrót do czasów, gdy większość chipów postawała w Stanach Zjednoczonych, to najlepszy możliwy scenariusz? Trudno się z tym nie zgodzić, biorąc pod uwagę, że obecnie jedynie 12 proc. procesorów na świecie to produkcja „made in USA”. Zarówno Demokraci, jak i Republikanie wspierają zatem subsydiowanie lokalnej produkcji godząc się z zapisami CHIPS Act.

Jednak sprawa jest bardziej złożona niż wydaje się to na pierwszy rzut oka. Składają się na nią bowiem takie kwestie, jak: bezpieczeństwo narodowe, dalsze stymulowanie inflacji rządowymi subsydiami, ingerencja rządu w prywatny biznes, łańcuchy dostaw… A lista tego rodzaju spraw jest dłuższa.

Nie jestem ekonomistą, ale wydaje mi się, że wpompowanie w gospodarkę kolejnych miliardów to chyba jednak czynnik proinflacyjny. Osławiony ekonomista Milton Friedman argumentował, że „inflacja jest zawsze i wszędzie zjawiskiem pieniężnym”. A skoro tak, to kolejne miliardy dodane do narodowego długu publicznego, który już teraz wynosi 92 tysiące dolarów na głowę każdego Amerykanina to, jakby na to nie patrzeć, właśnie wspomniane wyżej „zjawisko pieniężne”…

Z drugiej strony, rozdanie kolejnych kilku miliardów w porównaniu z ogromem długu publicznego wydaje się kroplą w morzu, więc może warto to zrobić na rzecz narodowego bezpieczeństwa. Nie jestem ani za, ani przeciw. Raczej głośno myślę, zastanawiając się, czy faktycznie nasza branża produkcji procesorów leży na łopatkach i wymaga pokaźnych nakładów z budżetu?

Intel kilka miesięcy temu sfinalizował wartą 3 miliardy dolarów rozbudowę fabryki w Hillsboro (Oregon), gdzie pracuje nad zmniejszeniem elementów składowych chipów do wielkości pojedynczych atomów. Koncern zainwestował też właśnie 20 miliardów dolarów w odlewnię płytek krzemowych w fabryce w Ohio. To jedne z 20 kolejnych projektów, które są w trakcie realizacji. Przy czym traktuję Intela jako część większej całości, bo zarówno Nvidia, Broadcom, Micron Technology i pozostali producenci również inwestują w swój dalszy rozwój.

Pytanie zatem, czy lepiej stymulować rozwój prywatnego biznesu z pieniędzy podatników, czy też nie wtrącać się w działanie rynku, pozostawiając go samemu sobie? A jeśli subsydiowanie to najlepsza opcja, pozostaje pytanie jaki poziom zaangażowania ze strony rządu jest optymalny i w jakiej formie? Nie znam odpowiedzi na to pytanie, ale mam wrażenie, że nie było to wystarczająco przedyskutowane, chociażby pod kątem niechcianych, a możliwych skutków rządowej ingerencji w działanie rynku.

A praktycznych przykładów nie brakuje. Weźmy choćby koszty edukacji, które wystrzeliły po wprowadzeniu rządowego programu pożyczek studenckich. Wprowadzono go z myślą o tym, żeby ułatwić płacenie czesnego, a zamiast tego wpompował masę gotówki w system edukacji, na co szkoły i uczelnie zareagowały podwyższeniem opłat za naukę. Teraz, po wielu latach od ingerencji rządowej, znacznie trudniej zapłacić za edukację niż przed ingerencją rządu w ten sektor. Nie taka była intencja, ale tak się faktycznie stało.

Czy aby więc na pewno uda się osiągnąć intencjonalne założenia CHIPS Act? Nie wiem, a jednocześnie przypuszczam, że pomysłodawcy tej ustawy też tego nie wiedzą. I to jest nieco przerażające, bo kto wie, jakie mogą być te niechciane, ale faktyczne skutki.
