Centrum Informatyki Resortu Finansów odsłoniło karty w przetargu na body leasing, ogłoszonym na początku grudnia ub.r.

Postępowanie dotyczy zawarcia umowy ramowej o świadczenie usługi dotyczącej wytwarzania, wdrażania lub utrzymania systemów informatycznych przez wyspecjalizowany zespół.

CIRF jest gotów przeznaczyć na realizację zamówienia 99 mln zł brutto. Wpłynęło 11 ofert.

10 wykonawców z szansą na 2-letni kontrakt

Umowa ramowa zostanie zawarta na 2 lata z maksymalnie 10 podmiotami, więc większość zainteresowanych jest w grze.

Cena i termin wymiany decydujące

Kryteria wyboru to cena (60) i termin zmiany personelu (40).

Zestawienie obejmuje ceny podane dla porównania ofert, obliczone według określonego w SIWZ sposobu (uwzględnia on m.in. oczekiwaną stawkę za roboczogodzinę dla poszczególnych specjalistów). Najniższą cenę (nieco ponad 14 tys. zł) zaproponowało Sygnity, a najwyższą PKO Finat (ponad 19 tys. zł).

Jednostka informatyczna resortu finansów nie ma obowiązku wykorzystania całego 99-milionowego limitu. Gwarantuje natomiast realizację umowy na poziomie nie niższym niż 70 proc.

Za zmianę personelu można uzyskać całe 40 pkt, jeśli firma zobowiąże się przeprowadzić tę operację najwyżej w ciągu 3 dni (a maksymalny dopuszczalny czas rotacji to 7 dni, za co jest 0 pkt).

Jacy fachowcy będą pracować dla resortu

CIRF potrzebuje fachowców blisko 50 specjalizacji, w tym programistów (m.in. Java, .NET, PHP, front-end, python, Microsoft Dynamics AX), specjalistów ds. bezpieczeństwa, architektów (m.in. big data, sieci, chmury), administratorów (m.in. LAN, WAN, systemów Linux, backupu), specjalistów od Oracle’a. Do tego oczekuje zapewnienia kadry kierownicznej.

Oczekiwani są ludzie z doświadczeniem. Np. scrum master powinien mieć za sobą minimum 3 lata pracy w tej roli w środowisku agile i udział w 3 projektach o wartości co najmniej 1 mln zł każdy.
