]]> To reakcja na naciski Władimira Putina, który chce w jak największym stopniu uniezależnić swoją administrację od technologicznego wpływu Stanów Zjednoczonych. W odpowiedzi na oczekiwania samego prezydenta, władze stolicy Rosji postanowiły w miejsce Microsoft Exchange Servera oraz Outlooka zainstalować – na 6 tysiącach samorządowych komputerów – system MyOffice Mail. Wdrożenie rozwiązań lokalnego producenta New Cloud Technologies, ma być wykonane przez państwowy Rostelekom. MyOffice Mail docelowo trafi być może nawet do 600 tys. państwowych komputerów. Lokalna administracja rozważa poza tym zupełną rezygnację z Windowsa oraz Office'a.     

Nowa rosyjska "polityka software'owa" związana jest z sankcjami po agresji Rosji na Krym, która skutkowała wycofaniem się z tamtego regionu amerykańskich firm i odmowy wykonywania upgrade'u oprogramowania wykorzystywanego przez rosyjskie firmy, które znalazły się na "czarnej liście" USA (należy do nich m.in. Gazprom).   

Administracja rosyjska opublikowała już spis lokalnych programów, które mogą zastąpić rozwiązania takich dostawców, jak Microsoft, SAP, AG, Oracle i in. Jak wynika z oficjalnych danych, tamtejszy rząd wydaje rocznie niemal 300 mln dol. na zagraniczne oprogramowanie.
