]]> Według Dziennika Gazety Prawnej operatorzy komercyjni uważają uruchamianie darmowych hot spotów przez samorządy za niezgodne z zasadami wolnego rynku. Jerzy Sadowski, wiceprezes Polskiej Izby Informatyki i Telekomunikacji, poinformował, że dostawcy nie będą wchodzić tam, gdzie bezpłatny dostęp do sieci staje się nieuczciwą – jego zdaniem – konkurencją. Według PIIiT użytkownik mógłby łączyć się za darmo z siecią najwyżej raz dziennie przez godzinę, możliwość dłuższych połączeń i o większej przepustowości powinna być domeną firm komercyjnych.

Z kolei gminy argumentują, że bezpłatne hot spoty zapobiegają wykluczeniu cyfrowemu i zwiększają atrakcyjność turystyczną miasta. Od roku samorządy mają prawo tworzyć sieci internetowe bezpłatne lub z opłatami niższymi niż na rynku. Według DGP do UKE trafiło 19 wniosków o uruchomienie takich sieci, jak dotąd w 3 przypadkach wydano zgodę.
