]]> Centrum Systemów Informatycznych Ochrony Zdrowia ogłosiło przetarg na „dokończenie budowy projektu pn. Elektroniczna Platforma Gromadzenia, Analizy i Udostępniania zasobów cyfrowych o Zdarzeniach Medycznych (Projekt P1), jego utrzymanie i rozwój.” Budżet zamówienia to 119,9 mln zł netto. Jest to więc jeden z największych przetargów informatycznych w tym roku.

Postępowanie podzielono na 2 części. Wykonawcy zajmą się tworzeniem oprogramowania, usługami autoryzacji oraz usługami gwarancyjnymi. Na realizację zamówienia dostaną 2 lata. Oferty zostaną otwarte 11 sierpnia br.

Projekt P1 jest realizowany od początku dekady, nie bez wstrząsów. Przetarg z 2011 r. na budowę platformy informatycznej służby zdrowia opiewał na 360 mln zł, a realizacja zamówień miała zająć 30 miesięcy. Ale po kilku latach nadal niektóre funkcjonalności nie zostały wdrożone, mimo że do końca 2015 r. według CSOIZ projekt P1 pochłonął blisko pół miliarda złotych.

Po zmianie ekipy rządzącej, w końcu 2015 r., CSIOZ odstąpił od umów z dotychczasowymi wykonawcami projektu P1, obarczając ich odpowiedzialnością za opóźnienia. Wypowiedziano m.in. warty prawie 160 mln zł kontrakt Asseco i Kamsoftu oraz HP i CompuGropu Medical za prawie 90 mln zł. CSIOZ skierowała zawiadomienia do prokuratury, która wszczęła dwa śledztwa dotyczące cyfryzacji służby zdrowia.

Na początku 2016 r. zmieniono strategię inwestycji. CSIOZ chce, by kolejne funkcje platformy były wdrażane dopiero po zakończeniu wcześniejszych prac. Powstał harmonogram inwestycji do 2020 r. Na początek zaplanowano wdrożenie elektronicznych recept, a na 2018 r. e-skierowania.
