Najwyższy poziom dotyczy niezależnych dostawców oprogramowania (ISV – independent software vendor). Łącznie z poprzednio wymienionymi korzyściami, zapewnia dostęp do platformy rozwoju oprogramowania, co pozwala partnerom rozszerzyć ofertę.
