Beata Wanic jest zastępczynią dyrektora Śląskiego Centrum Społeczeństwa Informacyjnego. Została doceniona m.in. za udział w stworzeniu Systemu Elektronicznej Komunikacji Administracji Publicznej (SEKAP), popularyzację e-usług i wkład w opracowanie Strategii Rozwoju Społeczeństwa Informacyjnego dla Woj. Śląskiego.

Profesora Jerzego Kisielnickiego (wykłada na Uniwersytecie i Politechnice Warszawskiej) wyróżniono m.in. za udział w procesach informatyzacji państwa, tworzenie seminarium  „Problemy badawcze i projektowe informatyzacji państwa”, a także pracę dydaktyczną w dziedzinie systemów IT.

Wśród nominowanych do tegorocznej nagrody byli także: Józef Orzeł, wiceprezes Stowarzyszenia „Miasta w Internecie”, Kazimierz Schmidt z Departamentu Społeczeństwa Informacyjnego MSWiA oraz Ryszard Stefanowski, prezes Ogólnopolskiej Fundacji Edukacji Komputerowej.

Nagroda im. Marka Cara jest przyznawana od 2002 r. Jej patronem jest dziennikarz tragicznie zmarły w 1997 r., popularyzator Internetu, pełnomocnik premiera Pawlaka ds. Informatyki, współtwórca portalu Polska OnLine.
