Chiny mają bardzo dobrze przemyślany i spisany pięcioletni plan informatyzacji na lata 2021–2025. Warto przyjrzeć mu się z bliska, zwłaszcza, jeśli weźmie się pod uwagę wysoką skuteczność Państwa Środka w realizacji tego typu zamierzeń.
Główne cele to dalsza rozbudowa sieci 5G i rozwój sieci 6G.
Najważniejsza cecha chińskiego systemu polityczno-społeczno-ekonomicznego często umyka naszej uwadze. Pogrążeni w dyskusjach czy to reżym autorytarny, kapitalizm państwowy, socjalizm z chińską charakterystyką czy też inna wygodna szufladka, nie zauważamy jego fundamentalnej właściwości – to system, który nieustannie ewoluuje. Chińskie władze uważnie obserwują sytuację krajową i międzynarodową i odpowiednio modyfikują swoją ekonomię, regulacje prawne i kierunki rozwoju. Częścią tego systemu są plany pięcioletnie definiujące najważniejsze priorytety ekonomiczne, społeczne i technologiczne. Nie mają one jednak nic wspólnego z gospodarką planową – są to ogólne wytyczne (czasem z podaniem wskaźników, na podstawie których będzie się oceniać ich realizację), do których później kolejne ministerstwa, ale również prowincje i miasta, tworzą swoje własne już dużo bardziej szczegółowe plany pięcioletnie.
Właśnie z jeden z nich chciałbym Państwu dzisiaj przedstawić. Zatytułowany „14 pięcioletni plan narodowej informatyzacji” definiuje plany odnośnie do wysiłków zmierzających do dalszej cyfryzacji społeczeństwa i budowy cyfrowych Chin w latach 2021–2025. Myślę, że warto się z nim zapoznać i porównać sobie do planów (lub ich braku) podobnych działań w Polsce. Oryginalny dokument liczy sobie ponad 60 stron, dlatego też przedstawiam poniżej jedynie jego najważniejsze i moim zdaniem najbardziej interesujące elementy.
Stan obecny, uwarunkowania i cele do osiągnięcia
Chiny zbudowały największe na świecie sieci optyczne 4G i 5G. Dostęp do szerokopasmowych sieci domowych ma 96 proc. mieszkańców miast, dostęp do sieci światłowodowych i 4G w biednych obszarach wiejskich osiągnął wskaźnik 98 proc. Przychody z branży oprogramowania odnotowały średni wzrost w ostatniej pięciolatce na poziomie 13 proc. Ekonomia cyfrowa odpowiadała za 7,8 proc. PKB w 2020 r., w którym wartość transakcji e-commerce sięgnęła 37 bilionów juanów. Do programu „Cyfrowy Jedwabny Szlak” przystąpiło 16 państw, a do „E-commerce na Jedwabnym Szlaku” – 22 kraje.
Na arenie międzynarodowej przyspiesza transformacja cyfrowa gospodarki globalnej, wzrasta rola zarządzania danymi jako dobrem narodowym i zwiększa się konkurencja w obszarze systemów normatywnych. W kraju rozwijają się systemy cyfryzacji rządowej i cyfryzacji przemysłu, wciąż jednak są widoczne nierówności w rozwoju i ograniczenia w dostępie do kluczowych technologii.
Główne cele najbliższej pięciolatki to dalsza rozbudowa sieci 5G i rozwój sieci 6G, jak też komercyjne wdrożenia systemu Beidou, IPv6, rozwój internetu przemysłowego i Internetu Rzeczy. Kolejne działania mają dotyczyć pracy nad kluczowymi technologiami, szczególnie w zakresie produkcji mikroprocesorów i oprogramowania.
Jak wspomniałem, nie sposób na udostępnionych mi łamach nawet pobieżnie omówić wyżej wymienione kierunki rozwoju i działań (subiektywna lista najciekawszych w ramce poniżej). W artykule zatem krótko omawiam kilka z nich.
