Ogłoszono zmianę u steru Instytutu Łącznosci, który podlega Ministerstwu Cyfryzacji. Został odwołany Jerzy Żurek, kierujący tą jednostką od 6 lat. Nowym dyrektorem został Michał Chojnowski. Powołanie wręczył mu dziś minister cyfryzacji, Marek Zagórski.

Instytut jest placówką naukowo-badawczą. Prowadzi prace w zakresie rozwoju sieci telekomunikacyjnej państwa, kształtowania polityki oraz prawa telekomunikacyjnego i pocztowego w Polsce, normalizacji, standaryzacji systemów oraz urządzeń telekomunikacyjnych.

Nowe zadania

Jak komunikuje resort, zmiana na stanowisku dyrektora jest związana z nowymi zadaniami, jakie ma IŁ oraz z planowanym wzmocnieniem potencjału instytutu w obszarach: naukowym, organizacyjnym i wdrożeniowym.

Otóż władze chcą, by Instytut Łączności przekształcił się w centrum eksperckie w zakresie telekomunikacji. Jak poinformowano, szczególnie istotne będzie poszukiwanie i wdrażanie nowych technologii.

„Zgodnie z planem Instytut, korzystający do tej pory z technologii wypracowanych przez ośrodki zewnętrzne, dążył będzie do stania się liderem nowych rozwiązań na rynku krajowym w zakresie telekomunikacji, technik informacyjnych, sieci telekomunikacyjnych” – zapowiada ministerstwo.

Resort informuje, że zmiany „mają prowadzić do powstania sprawnie działającej organizacji, pozwalającej na skuteczną i efektywną realizację zadań istotnych z punktu widzenia potrzeb państwa polskiego”.

Michał Chojnowski, który podejmie się nowej misji, jak podaje ministerstwo w ostatnich 12 latach kierował złożonymi projektami wdrożenia systemów informatycznych w przedsiębiorstwach i administracji. Jest absolwentem Wydziału Elektrycznego Politechniki Warszawskiej. Ukończył studia w ramach specjalności automatyka i inżynieria komputerowa, ma stopień doktora w dziedzinie elektrotechniki.

Zmiana nastąpiła niedługo po tym, jak do Instytutu weszło CBA. Agenci sprawdzają umowy dotyczące projektu i budowy Nowego Krajowego Systemu Poboru Opłat (NKSPO), który na polskich drogach zastąpi Viatoll. Kontrakty te instytut zawarł z Głównym Inspektoratem Transportu Drogowego.

Ponadto ostatnio powstał projekt nowelizacji ustawy o krajowym systemie cyberbezpieczeństwa, w którym m.in. określono kryteria oceny dostawców infrastruktury ICT. Jego zapisy mogą okazać się kluczowe przy wyborze producentów sprzętu i oprogramowania w kolejnych latach, w tym dla sieci 5G.

Instytutowi Łączności podlega natomiast Laboratorium Oceny Bezpieczeństwa Produktów Teleinformatycznych.
