Zamówienia publiczne bez e-podpisu
Podczas elektronicznych licytacji na podstawie prawa zamówień publicznych nie będzie potrzebny bezpieczny e-podpis. Nowelizacja ustawy ma wejść w życie w tym roku.
Powstał projekt zmian w ustawie prawo zamówień publicznych, w których uwzględniono m.in. nowe zasady dotyczące elektronicznych przetargów. Otóż przedsiębiorcy biorący udział w e-aukcjach i e-licytacjach przy postąpieniach nie będą musieli posługiwać się bezpiecznym podpisem elektronicznym z kwalifikowanym certyfikatem. Najlepszą ofertę trzeba będzie jednak potwierdzić w formie pisemnej. Zgodnie z nowelizacją opis przedmiotu zamówienia będzie znajdował się na stronie internetowej zamawiającego od chwili ogłoszenia w Biuletynie Zamówień Publicznych. Ogłoszenie może także zawierać cenę wywoławczą aukcji.
