Przetargi w Polsce przeżarte korupcją
Korupcja może dotyczyć 19-23 proc. przetargów w ramach zamówień publicznych – wynika z raportu europejskiego biura śledczego OLAF.
Skalę korupcji określano za pomocą 27 wskaźników, nazwanych „czerwonymi
flagami”. Polska ma ich 11. Raport dotyczy 8 krajów UE.
Polska nie wypadła wśród nich najgorzej. Np. w Hiszpanii poziom korupcji w
przetargach publicznych według OLAF przekracza 40 proc., a na Litwie sięga 37
proc. Stwierdzono, że w Polsce najczęstszym sposobem na ustawienie przetargu jest wręczanie łapówek. Z kolei uwzględniając wszystkie badane kraje, zwykle dochodzi do nielegalnej zmowy i zawyżania wartości zamówienia. Straty dla budżetów krajów UE z powodu korupcji
wyniosły w 2010 r. nawet 2,2 mld euro.
