Nowe przepisy o zamówieniach publicznych – nauka wyłączona z reżimu
Z 14 do 30 tys. euro zostanie podniesiony próg wartości zamówienia zobowiązujący do ogłoszenia przetargu. Spod reżimu zamówień publicznych wyłączono dostawy towarów i usług do celów badawczych.
Zmiany wejdą w życie w połowie kwietnia.
– Dotychczas naukowcy narzekali, że kupując jeden komputer, muszą uruchamiać całą procedurę przetargową. Teraz minimalny próg zamówień podnosimy nawet do 200 tys. zł dla niektórych projektów i uczelni – mówi w rozmowie z agencją informacyjną Newseria Biznes prof. Lena Kolarska-Bobińska, minister nauki i szkolnictwa wyższego.
Zgodnie z nowym prawem dostawy i usługi służące wyłącznie do celów prac badawczych, eksperymentalnych, naukowych lub rozwojowych (czyli takie, które nie służą prowadzeniu produkcji seryjnej, mającej na celu osiągnięcie rentowności rynkowej) zostaną wyłączone spod reżimu ustawy. Dla instytutów PAN będzie to wyłączenie do kwoty nie większej niż 134 tys. euro, a dla instytutów badawczych i uczelni wyższych – 207 tys. euro.
