Będzie nowe prawo zamówień publicznych
Dopiero co weszła w życie nowelizacja przepisów, a przedsiębiorców czekają kolejne zmiany w zamówieniach publicznych.
Nowe przepisy mają odformalizować procedury, tak aby zamawiający i dostawcy nie skupiali się na skomplikowanych obecnie formalnościach, lecz raczej na efekcie, jaki ma przynieść realizacja kontraktu – tak cel nowej ustawy nakreśliła prezes Urzędu Zamówień Publicznych, Małgorzata Stręciwilk. Zmiany mają ponadto zachęcać do stosowania kryteriów pozacenowych, co ma poprawić jakość zakupów. UZP opracuje w tym celu zestaw dobrych praktyk, wzorcowe dokumenty i wytyczne.
Prezes Związku Miast Polskich, Zygmunt Frankiewicz, zauważył, że zamówienia publiczne są kosztownym utrudnieniem dla samorządów, generują potężną biurokrację i "zwiększają koszty o ogromną liczbę procentów".
"Gdyby każdego biznesmena obowiązywały zamówienia publiczne, wszystko co, kupuje, byłoby półtora razy droższe" – stwierdził według PAP Zygmunt Frankiewicz.
