Zamawiający w przetargach powinni zwracać większą uwagę na kryteria środowiskowe – uważa Związek Cyfrowa Polska.

Otóż innowacyjność, żywotność produktów oraz ich wpływ na środowisko powinny być uwzględniane w zamówieniach publicznych. Takie wnioski padały w dyskusji przedstawicieli ministerstw, branży IT, organizacji konsumenckich i in. Czyli do kryteriów pozacenowych wyboru doszłoby kolejne.

Prezes UZP: urzędy już nie muszą zamawiać tego co najtańsze

Prezes Urzędu Zamówień Publicznych Hubert Nowak twierdzi, że w tym zakresie udało się już wiele zrobić. „ Dziś zamawiający nie musi zamawiać produktów najtańszych, jak często w przeszłości, bo był później z tego rozliczany. Dziś dużą wagę przykładamy też do pozacenowych kryteriów, takich jak jakość produktu, jego innowacyjność czy koszty cyklu życia” – zapewnił szef UZP.

Potrzebny jest katalog dobrych praktyk

Bartłomiej Kozek, kierownik działu zielonej transformacji w UNEP/GRID-Warszawa uważa jednak, że nadal trzeba pracować nad świadomością urzędników, by rzeczywiście odchodzili od ceny jako jednego z najważniejszych kryteriów

Jacek Łęgiewicz, Public Affairs Director w Samsung Electronics Polska,  postulował stworzenie katalogu dobrych praktyk w zamówieniach publicznych: „Brakuje przykładów, że przy danym zamówieniu ktoś skorzystał z innych kryteriów pozacenowych i zrobił to dobrze”– wyjaśniał dyrektor. – „Jeśli wszyscy będziemy potrafili liczyć ślad węglowy, wówczas punktowanie w zamówieniach publicznych tego kryterium będzie bardzo wskazane” – zaznaczył. 

Eksperci nie pierwszy raz zauważają, że wcześniej czy później w przetargach o wyborze wykonawcy będą decydować m.in. kryteria środowiskowe. Takie wymagania już wprowadzono już w Czechach.

„Cyfrowy paszport produktu” na horyzoncie

Eksperci zastanawiali się również nad zasadnością pomysłu opracowania cyfrowego „paszportu produktu”. Ułatwiałby dostęp do informacji na temat warunków produkcji, trwałości produktu, składu, ponownego wykorzystania, naprawy i postępowania po zakończeniu jego użytkowania.

Zdaniem wiceministra rozwoju, pracy i technologii Marka Niedużaka ze względu na cyfrową agendę unijną, jak i Zielony Ład, takie zmiany są nieuniknione.

Podobnego zdania jest Michał Kanownik. „Sam pomysł jest dobry” – twierdzi.

Zauważa natomiast, klienci kierują się przy zakupie sprzętu wygodą, funkcjonalnościami, wyglądem, a niekoniecznie dbałością o środowisko.

„Dlatego warto zacząć od edukacji konsumenta, a nie od regulacji. Nic tak nie podziała na przedsiębiorcę, jak oczekiwania konsumenta, który musi mieć świadomość, jak jego decyzje zakupowe będą wpływały na przyszłe pokolenia” – uważa Michał Kanownik.

Producent nie postarza sprzętu celowo

Uczestnicy konferencji zgodzili się, że nie można mówić o celowym postarzaniu sprzętu elektronicznego przez producentów.

„To mit, z którym musimy walczyć. Gdyby producenci dokonywali takich praktyk, to uderzałoby w ich markę i zaufanie do nich” – przekonywał prezes Cyfrowej Polski Michał Kanownik.

 Wtórował mu Andrzej Saja, członek zarządu ElektroEko. Według niego nie ma dowodów na celowe postarzenia sprzętu, a konsumenci często sami wolą wymienić urządzenie na nowe.

„Próba sztucznego namawiania klientów do napraw jest bardzo trudna” – uważa Andrzej Saja. – „Klient powinien mieć możliwość naprawy, ale robienie tego na siłę nie skończy się pozytywnie. Ważne, by taki sprzęt został przetworzony i ponownie trafił na rynek, czyli zrealizowany został obieg zamknięty” – dodał.
