Radykalne zmiany przetargach

Cena nie będzie już dominującym kryterium wyboru wykonawcy w przetargach. Pojawią się ułatwienia dla MŚP - to najważniejsza z przygotowywanych zmian w prawie zamówień publicznych.

Zgodnie z projektem nowelizacji ustawy o zamówieniach publicznych, cena będzie mogła stanowić najwyżej 40 proc. 'wagi’ w kryteriach oceny oferty. Pojawią się natomiast punkty za innowacyjność. Ponadto w przepisach zostaną wprowadzone się zapisy, które ułatwią rywalizację na rynku publicznym małym i średnim firmom – wynika z zapowiedzi wicepremiera Jarosława Gowina. Zmiana ma stanowić ułatwienie dla polskiego biznesu.

Projekt przygotowuje Ministerstwo Rozwoju. Wspomniane nowości mają wejść w życie w tym roku. Według przedstawiciela rządu są wstępem do wprowadzenia zupełnie nowej ustawy o zamówieniach publicznych, która zostanie przygotowana na 2017 r.
