Bruksela zamierza wprowadzić Jednolity Europejski Dokument Zamówienia. To dobra wiadomość dla firm startujących w przetargach.
Jednolity Europejski Dokument Zamówienia to oświadczenie wykonawcy, w którym potwierdza on, że nie podlega wykluczeniu i spełnia ustalone przez zamawiającego warunki udziału w postępowaniu. Nie będą potrzebne stosy zaświadczeń.
Pełnej dokumentacji potwierdzającej treść oświadczenia (spełnianie warunków udziału w postępowaniu) zamawiający ma zażądać jedynie od wykonawcy, którego ofertę wybrano jako najkorzystniejszą. Ponadto na każdym etapie postępowania zamawiający będzie miał prawo zwrócić się do oferenta o przekazanie takich zaświadczeń, jeżeli będzie to niezbędne do zapewnienia odpowiedniego przebiegu postępowania.
Projekt jest zgodny z unijną dyrektywą 2014/24/UE w sprawie zamówień publicznych. Mówi ona, iż podstawowym dokumentem potwierdzającym spełnianie warunków udziału w postępowaniu będzie Jednolity Europejski Dokument Zamówienia. Dyrektywa przewiduje, że JEDZ będzie sporządzany na standardowym formularzu obowiązującym w całej UE. Obecnie projekt jest na etapie konsultacji.
